After I installed a firewall I began getting warnings that
this program was attempting to access the intenet.
I have been refusing to allow access because it is a mouse
program and I can't fathom any reason that it would need
that access. Also, without the firewall, I have never had
any indication from the program that it was making outside
access.
Therefore, I am concerned that this program, which seems to
be from Microsoft according to its 'Properties', has
somehow been infected with some sort of virus.
A search of the Microsoft.com knowledge base does not
return any information to suggest that this is normal
behaviour for this program.
Is it?
If it is normal, what is it doing and why?

To check for updates. If you were the person that installed it, it tells you
about this at installation time.

Is it possible to disable this feature without complete reinstall?
