assuming this is a hoax so you may be able to trace this
back to the sender and stop this nonsense.

No need to report this. Microsoft can't do anything to prevent this, due to
the way Internet email was designed many years ago.

Um let's see, suppose I live in South Africa and you are getting the "patch"
from Saudi Arabia but in fact the sender lives in Northern Canada. What are
we going to do to "stop this nonsense?" The best you can do is recognize
that no one on the Internet has your best interests in mind. We do but
that's because you asked. Once you recognize that unsolicited "advice" is
in reality a trojan (by definition) or virus, you'll be 99% safe.
