I often go to Events viewer to see if there are errors showing in system
events or application events.
I am seeing a system error at every launch: "The IPSEC Services service
terminated with the following error: The attempted operation is not
supported for the type of object referenced."
Event type: Error
Event source: Service control manager
Event ID: 7023

If I go over to look at Application Errors for the exact hour-minute-second
time equivalent, what is happening looks like there is some competition in
the loading process:
"The Windows Security Center Service has started"
Event type: Information
Event source: Security Center
Event ID: 1800
...........................
These two events happen at the same time as each other at every computer
launch. I have ICF turned off and am using McAfee's VS, Firewall, Spam
Killer, new program with newest updates, and all windows updates.

1. Should IPSEC Services be on or off? In Services it is set as Automatic,
but does not say it is started. In opening the dialog, it says it is
stopped.
2. Do I need to set something different? The TCP/IP NetBios Helper is
"started" and "automatic"

If you are not using ipsec to secure traffic between computers on your
network or are not using l2tp for a VPN connection you can disable the ipsec
service. You can use the mmc [use mmc in run box to open mmc console] snapin
for IP Security Policies to see if you have an ipsec policy assigned. You do
need tcp/ip netbios network helper so leave it set to automatic

I will go to mmc to check for a policy, though I forgot to tell you I am a
stand-alone computer. My only network connection is to a LAN for Internet
Service provider (broadband). Thank you for responding to my question.

(IPsec service is now disabled). I had no problem at all until I came out
and took another look at Events Viewer to see the change. So you will have
to tell me if this (below) fixes itself, or what have I screwed up that I
can fix? (When I went to Safe Mode to disable IPsec, it said to select
(user:DSG), but I should have, I think, selected Administrator to log in.)
In Events Viewer DCOM says it can't start service in Safe Mode. In the next
few entries, the Events Viewer tells of all the Services that depend on
other services, and I am through in Safe Mode and Exited, and Restarted the
machine.
Went to look at Application Events, there was one item of notice:
Warning, USERENV, Event ID 1517, User: NT Authority System. Windows saved
user "name of computer"\DSG registry while an application or service was
still using the registry during log off. The memory used by the user's
registry has not been freed. The registry will be unloaded when it is no
longer in use. This is often caused by services running as a user account,
try configuring the services to run in either the LocalService or
NetworkService account.

You can disable ipsec with any user account that is a local administrator
also. I don't believe that the error message you received is in any way
related to disabling ipsec which is used to secure network traffic. I have
seen that error in the past and as long as it does not cause a problem with
performance and functionality I would not worry about it . If it does
persist there is a service called appropriately user profile hive cleanup
service that you can install to stop it from happening as shown in the link

Thank you Steven. Your explanations reflect experience and knowledge.
Actually, I am the administrator, but didn't expect the warning. However,
since then, I have had occasion to turn on my computer for the fifth time
and I don't see any of that (userenv) repeating in the Events Viewer.
Thanks for the extra cushion (the Microsoft web pages for hive cleanup)
which I will set aside for possible troubleshooting. Thank you for your
patience.

My final report: I'd been having internet connection problems and this
week, my modem was dead, as I found out when the technician brought in a new
one. I lay the IPSEC error on a malfunctioning modem. We had other errors,
finally, (settings said we were running a WAN miniport inhouse network,
etc.) which we weren't.

All is well. Event Viewer is now clean.
