That template disables a lot of services and changes some security options. Make sure
you are logged on as an administrator when you try to start the service. One thing to
try would be to run the Security Configuration and Analysis tool by using the setup
security.inf template to analyze your computer and you could then see what user
rights, security options, and services are different from default. For services, be
sure to view the security permissions that have been applied. The link below explains
