DNS Hijacking Problem in China

China is systematically hijacking Dynamic DNS service providers (
dyndns.org and no-ip.com ) to render their service unavailable in China.

This is part of China's effort for controlling use of Internet.

Is there any rules about how DNS server should be operated or could
someone from the Internet Society to condemn China for this kind of
practice?

No, not much you can do about it. If we can't condemn groups or individuals
in China for human rights violations, writing viruses, hacking and spam,
then there's certainly little you can or should do about DNS use.
