You did not mention the OS in question. NT? 2000? 2003?
Check the KB article for information:

For example, for Windows 2000, it states:
System administrators can use the Spunist.exe utility to remove this
security patch. The Spuninst.exe utility is located in the
%Windir%\$NTUninstallKB823980$\Spuninst folder
I would recommend that you resolve the core issue here so that the patch can
