Use the NetSh command line.

Click Start, then Help and Support, then enter "firewall netsh" in the search
box. The first article returned is titled "Configuring Windows Firewall from
the command line".

Be aware, however, that some configuration steps can only be completed if
the security context is that of an administrator, so also consider startup
scripts or Group Policy to configure the firewall.
