* could you have 2 firewalls running and only be turning one off
* could the person you are chatting to have a firewall running, and the
error message is a little confused?
* could whoever provides your internet connection be blocking this at the
firewall (almost certainly no if you use an ISP, almost certainly yes if you
are trying to chat from work, or via a work-provided connection.
If the answer to all the above is no, then you'd have to ask yahoo
themselves for help.
