A fellow IT worker at another organization also working on HIPAA is having
the following issue while trying to enable file auditing:
"Folder"/Properties/Security/Advanced/Auditing/"Object settings"
The "Apply onto:" box (second selection down) is greyed out. How can this
be enabled? I have no problem on any of the workstations in my organization,
I have tried this under admin and user accounts, but the box is always
available.
Any ideas?

When settings in the NTFS dialog are greyed out it is usually
because that specific setting value is being inherited.
So, this fellow IT worker, when in that dialog at the point you
have outlined, does first click on one of the listed principals
so that the "Apply onto" box and other checkboxes are being
used to display a specific ACE of the control list ?
If so, are not at least some of the checkboxes also grey for
that ACE ? If so, an inherited setting is being displayed.
