If public access is necessary for your computer, is there
a way to block just anyone from opening your email? I
know you can require a password, however, if you hit
cancel, the email opens up anyway. This is becoming a
real problem, any help would be greatly appreciated.

You need to tell us the version of windows, and which program you use to
read your email.

If using Outlook Express, a password-protected "Identity" may help: see
http://support.microsoft.com/default.aspx?scid=kb;en-us;209169
.. but be aware that the level of protection afforded is unlikely to deter a
knowledgeable person if you're using W95/98/ME.

The safest method (assuming you're using "ordinary" Internet email, and not
a corporate facility) is to read your email in a web browser, and close it
when someone else has the machine. If your ISP doesn't provide "webmail",
investigate www.mail2web.com
