After applying all of the security updates and patches on several machines, I
have been noticing errors when burning dvds and cds. I get errors when I
burn at the highest speeds; however, if I burn at slower speeds everything
works fine. Prior to applying the patches and updates, I was able to burn
all of my cd/dvd's at the highest speed. Have there been changes in the
hardware/software layers for security reasons?

Since I can still burn (on my Windows XP machines) at 16X DVD and 48X CD
(Multiple machines - multiple burners) - I would have to say that either the
patches and the errors occurring afterwards are either coincidence, bad
batch of media, drives you are using all the same and approaching
non-functionality.. etc.

Checked for the latest firmware for said drives?
How about drivers for the controllers they are connected to? (Motherboard
chipset even.)
