How can I block emails which come with blank sender and
subject lines? ISP says they cannot.

You could try creating a rule in your mail client. For example, something
along the lines of (if subject ="" then discard). You have to see how it
works with your client, but I'm pretty sure you should be able to add a
local rule to address the incoming email with blank subject.

I tried arguing this point with my ISP Comcast. My argument is that they
should not deliver email to me if it is not properly addressed to me (or
anyone else for that matter). I achieved little.

Luckily, I was able to change my Comcast email account. This solution was
only practical because the Comcast account was not my primary email account.

I don't believe that filtering-by-rules is an effective way of stopping
SPAM.

I am researching a more complete solution which involves:
1. A digital signature for all email that I send (Verisign or PGP)
protected by a password.
2. A secure SMTP service (123cheapdomains.com, still looking for others)
protected by SSL and password.
3. Numerous steps taken to limit and track the propagation of my primary
email addresses.
4. A free, well-filtered trash email account (Hayoo) used for all
non-trusted email communications.
5. Other steps, yet to be determined.

I figure the cost at somewhere around $50 per email account per year.

Unfortunately, I have no way of protecting myself once the inevitable SPAM
does reach my primary accounts unless...

I can convince the rest of the world to
(a) adopt digital signatures
(b) properly identify themselves and
(c) help run rouge servers and users out of business.

So far, I am getting nowhere.
