I know there is a list of spam sites people can access to use as 'black hole'
addresses. Can the same thing be done for ad-ware/spy-ware sites?

I don't have the resources to set such a thing up, but if it existed I would
push very hard for my employer to use it.

I realize the black hole list hasn't stopped spam, so maybe it is a waste of
time.

I don't know what a "spam site" is. Do you mean spam, or malware? They're
two different things. For spam, people often use software on their mail
servers that does lookups to blacklists, etc., before accepting mail. The
blacklists help, but they aren't perfect, and are often overzealous.

For malware, and banner ads, perhaps you mean something like this?
