Is it possible to use IAS to authenticate a wireless card through RADIUS
using the MAC address?

If it is how would you configure this?

I don't know of a way to do such. Most wireless routers/access points allow
you to use mac filtering which while another barrier to entrance is not a
particularly strong security method as mac addresses can be sniffed and
spoofed fairly easily. If the wireless router/access point is 801.1X
compatible as is the wireless card you could use certificate authentication
for the computer/user using IAS. --- Steve
