Hi,

Is there a way to give an account in the Users group in XP permissions
to add other User accounts? This would be similar to the capability
that PowerUsers have to have create accounts in the User group.

Any ideas?

Highly doubtful. Why would you want to do this? If the person in question is
a trusted user, and you want him/her to be able to do this, put the account
in the appropriate group. I wasn't aware that PowerUsers had the right to
create user accounts, myself.
