www.netscreen.com is another popular choice, their entry level "5"device
started around $600 US last time I checked and includes VPN, reporting,
content filtering, bandwidth shaping and all the other features their
expensive models include.
Cisco is popular too, but would probably cost more than the above and take
more expertise to configure.
There are also respected free *nix firewalls, some of which boot entirely
from a boot CD, others have a supposedly easy to configure GUI. Advantages
to choosing this route include it may be affordable for you to purchase 24x7
on site support, have backup hardware, affordable extra network interfaces
or devices to create an affordable DMZ, additional functionality you can't
afford with commercial firewalls, etc. See below:

Last, unless you've configured firewalls before, you should consider getting
an expert to do it. The configuration of the firewall makes all the
difference in how secure it is. on the other hand, I recommend someone on
your staff learn how to patch it and change the rules as needed to keep
costs down going forward.
