I'm set as the administrator on my home computer. My wife and I are the only
user and we both have our own sign in, but we have trouble loading programs
onto her sign-in. How can I remove all administrator controlls

I'm going on the assumption here that the "we are having trouble loading
programs onto her sign in" means that you can't install programs while
she's the only one signed in. If this is the case, you have two options
that I know of.

1) (not recommended) is to set her up as an Administrator (Control Panel
--> Users and Passwords). Click on her account and manage it. Then
choose the option to make her a Computer Administrator. As I mentioned,
this isn't recommended, because the more administrative accounts that
you have (and are using) the easier it is to install viruses and
spyware. Especially if she has a weak password or none at all.

2) When you want to install a program, hold the shift key down while
you right click on the setup file. This should bring up the "Run As..."
option in the right click menu. Select this, use your account (with
your password) and install it.
