I installed SP2 and the computer crashed. After reinstalling XP I no longer
have access to the folder that was created in the previous installation (and
was protected by the user login). Is there any way to UNENCRIPT the folder
to access it's contents?

Was the data encrypted?
If so and you do not have back ups of the keys and are not a member
of a domain, the data is most likely gone forever:
