You have to pay to upgrade.
If you want to update the core of Office (Word, Excel, PowerPoint, Outlook),
you can use the Standard upgrade, which costs $239. This will not upgrade
Publisher.
To upgrade Publisher along with the rest of Office, you can either get the
Small Business Edition upgrade ($279), or the Professional edition upgrade
($329)
If you are in education (student or teacher), you can get the Professional
edition for $199 (although you have to jump through more hoops to get your
software).
You can also get the Standard edition for $149, but this does not include
Publisher and has a restrictive license that prevents you from using the
programs for profit.
You need one of the following products to be able to upgrade:
. Microsoft Office XP:
Office XP Developer, Office XP Professional with FrontPage®, Office XP
Professional Special Edition, Office XP Professional with Publisher, Office
XP Professional, Office XP Small Business Edition, Office XP Standard
. Microsoft Office 2000:
Office 2000 Developer, Office 2000 Premium, Office 2000 Professional, Office
2000 Small Business Edition, Office 2000 Standard
. Microsoft Office 97:
Office 97 Professional, Office 97 Small Business Edition (version 2), Office
97 Small Business Edition (version 1), Office 97 Standard
. Microsoft Works:
Works 6.0, 7.0 or 8.0
Works Suite 2000, 2001, 2002, 2003, 2004, 2005, or 2006

AFAIK, there is no LEGAL way to obtain Office 2003 and Publisher for less
than the ~$200 that you mention.
