Obviously you do not have Publisher 2002 and above. The dog icon is the wrap.
Right click the text box, click change frame, Click text frame properties, check
"Wrap text around objects."
If you have 2002 and above the dog icon will be on the picture menu. Right-click
any toolbar, check picture.
