Use a photo editing program then insert the picture into Publisher.

Insert two pictures. Turn on the Snap to Objects option (Arrange > Snap
> To Objects). Move one picture so that its left edge snaps against the
other's right edge.

This is a function of an editing program. You can use the crop tool in Publisher
and experiment.
A couple of free programs
