The best that can be said is that you don't. You do it in an image editing
program such as Photoshop. A lot of others are also available.

I think Olga wants to rotate a rectangle into a trapezoid.

I don't think it can be done in Publisher. (Pub 2000 here)

You can use an autoshape and fill it with your picture. Otherwise use an editing
program, even MS Paint can skew images.
