Currently, in Publisher 2003 empty picture frames
automatically readjust in width or height to accommodate
the inserted image. I would like to insert an image into
a frame of fixed size and position, and then adjust the
image's position and size manually. The fixed frame
would, in effect, crop the image. Such a feature could
be more useful than layout guides, for example, for
composing photo album pages.

That feature was never available. The "Change picture to frame" option
would resize the picture, not crop it. And resizing the image like that was
bad news, as it encouraged people to ignore aspect ratios.
