How do I send publisher files others without publisherto edit

How can I send my publisher file to someone else to edit and does not have
publisher?

Try copying/pasting into a Word document.

Or, if it does not need to be edited, save as a PDF and send in that format

The OP said it did need to be edited.

Lesson: If multiple people are going to be working on the same file, get
together before starting and find out which program everyone has in common.
