I'm using Publisher 2000 and need to begin page numbering on the third page
of the document, but it should print with "1" on that page (not 3) and
continue from there.

Internet help for later versions of Publisher says to right click on that
page in the Page Navigation tool and insert a section. Please tell me
there's a way to restart page numbering within a document in Publisher 2000!

Those instructions allows you to start with a number greater than 1, but does
not address the question of restarting page numbering within the document (or
starting with a page number less than 1).

Since my document is less than 100 pages, perhaps I could start the document
with page number 99 and truncate the first of the three digits, but this
would still leave "01" appearing on the third page (where I want to begin
numbering), and that looks a little odd.

Any other suggestions?

The internet help you read was for Publisher 2003

Insert > Section is the way to do it in 2002

There is no automatic way to do it in Publisher 2000 and earlier. I would
suggest putting the first two pages at the end of the file and covering up
the page numbering on that page.
