this seems not to work very well. I've organized but still can't access my
clips. Any suggestions?

Are you getting an error? Publisher 2003 did not ship with very many images, you must
be online to select clips in the Organizer. In Publisher open help, scroll down to
"See Also", open "Online content settings..." check "Show content and links from
Microsoft Office Online" and "Search online content when connected."

I thought there was an option to organize clips on my computer so that they
would then be available, including clips from previous versions (in my case,
Publisher 97 and 2000). I followed the directions, or so I thought to
automatically organize these clips and to assign key words to them. Have I
missed or mistaken something?

The Gallery and the Organizer are not compatible. The folder that stores the old
Gallery clipart will be visible in the Organizer but the catalog and keywords will
not, you will have to supply them manually. You can use the Clip Gallery if it still
on your computer, it is in a folder similar to this:
C:\Program Files\Common Files\Microsoft Shared\Artgalry
Drag the CAG icon to your desktop and create a shortcut. It functions as a standalone
application. You cannot insert from it but you can drag and drop. You can also access
it in Publisher, insert, object, scroll down to Microsoft Clip Gallery.
There is an add-in here:
