I remember in MS Front Page you could create a flashing or scrolling marquee,
but can't find a tool in MS Publisher.

Any help will be appreciated.

Firstly, the <marquee> tag is not looked upon kindly in the world of the
web.

Secondly, Publisher is not the successor to FrontPage; the successor to
FrontPage is Microsoft Expression Web, which last time I checked was a
$99 upgrade from FrontPage.

You use the insert html code fragment feature to add javascript or perhaps
flash to a Pub web publication. Google for "javascript marquee" to find lots
of links to free code such as
http://javascriptkit.com/script/cutindex3.shtml.
