Relativily new to Publisher. It may be staring me in the face, but how do
you insert decorative horizontal lines in a Publisher document?

Select the Line tool on the left of your
screen and left click/drag to create the
line.

Holding your Shift key will help make
the line horizontal.

If you want the selected line to be more
detailed...click the Line/Border Style
button at the top of your screen and
choose the style you like.

Once you have a line you are satisfied
with you can select it and Copy/Paste as
many instances of it as you wish.

You can also use BorderArt. Collapse the BorderArt until it has the appearance
of one line. There are tons of decorative elements on the Office web site.
