I haven't seen this in Publisher.

In Word 2007, the blue squiggly underline is a new feature that tries to
point out where you've used the wrong word spelled correctly (e.g. too,
to or two), to avoid situations like

Is it under text you have created or a file someone sent to you? Are you
composing a web page? Like Ed, I've never seen this in Publisher.

Not my creation, a file sent to me. I have only seen it a couple of time
in files from others. Can't figure out how they put it there. Not
important, I guess. Just curious. It is set for print, not web.

You are correct. I haven't used the personal information in 2007. Unlike
previous versions you can't insert the information from the insert menu. Took me
awhile to figure out you can only use the personal information when you use a
template. This has to be a bug...

I have not used (for real) the information sets either. Nor have I yet used
any of the pre-built templates, for that matter. However, I did read the
Publisher 2007 Step By Step manual recently enough to have remembered. The
advantage of being a newbie, I guess.

A person can create a variety of underlining. See the top of the right

The Personal Information is in the Edit menu, the bottom entry. In 2007 it is
called Business Information. On the task pane click Apply a Template. Most any
of the templates will have the option to insert the information off to the right
of the template choices.
