Why can you not cut and paste in wordartâ??s text box any more? This was a very
handy tool.

You can.
Ctrl+X = Cut
Ctrl+V = Paste
Ctrl+C = Copy

Actually if you copy some text and then open WordArt the text is already there
waiting for you...

Actually, if you *select* some text and open WordArt, the text is already
there waiting for you.
But you can also copy and paste from other applications.
