Anything on the Master Page is uneditable. I used the master page before to
put stuff on every page and edit it individually. It won't let me select it
on those individual pages if its on the master page. is there an option
somewhere to allow changes to be made to the stuff on the master page after
it's applied to a page??

Publisher has never behaved like this. You're probably thinking of
PowerPoint, where the Slide Master behaves like this.

The problem is I know it's never behaved this way (and I know which program
I'm using and it's not powerpoint, they are very differnt). Just today, right
before the due date it decides it won't let me actually put text in the text
box I had put on the masterpage. So I had to delete it off the masterpage and
copy and paste it on EVERY page myself just to put the text in it!

Is there some function that allows you from the normal view to verify what
is on the masterpage? I don't think I turned anything on or off... but I
often press shortcut keys and often press accidental ones (which is how i've
discovered most of them anyway...).

I did update my computer yesterday, was there some new change in publisher
recently that would effect this?

If you want the text to be the same on every page, you should be able to
edit it by hitting Ctrl+M and modifying the text on the master page. You
have never been able to do this from normal publication view.

If you want the text to be different on every page, just with the text
box in the same place (as you would use the Slide Master for in
PowerPoint), then you have to create each box manually. It has always
been this way. Some wizard publications will automatically add new pages
with a particular layout if you ask them to, and inserting a page with
Duplicate All Objects On Page [X] will let you create a similarly-laid
out page from an existing one.

View > Ignore Master will turn off the master page, whatever is on it
will disappear.
