I have an application for a job saved on Publisher 2007. However, the people
I must send it to have computers using the 1997-2003 system. How do I
convert the document to 2003 format? I know how to do it on Word, but I do
not see the same Save As feature on Publisher.

Publisher 2002 and 03 can open 2007 publications without any conversion
necessary.

Go to File>Save as and click on "Save as" down arrow to save it in Publisher
2000 format.

Pub 2003 can open a 2007 file. Saving it as a Pub 2000 file will increase
the file size.

I have Publisher 2000 and little use for publisher, unless someone sends me a
document, which happens about once a year. I need a way to open publisher
documents when they are sent to me without asking the source to reformat it.

Is there a backwards compatible conversion utility available?

There's nothing you can do to force Pub 2000 to open newer files. You have
to ask the recipient to save the file as the older version if you need to
edit the file. I know that's not the answer you wanted to hear.
