PWA updating time on MS Projects

We have found that if you log 4 hours of 8 hours scheduled work on a specific
date on MS Projects, it does not affect the Final date. BUT if you log the
same example via PWA, it automatically moves the outstanding 4 hours to the
following date. Why does it not work the same on both environments? We are
new to the environment and it is frustrating? Can anybody shed light on the
matter?
