My supervisor is looking for more functionality than provided by MS Outlook
Tasks for managing/delegating daily and weekly tasks to his direct reports.
Can users view/edit/delegate/and send updates on tasks in Project/Project
Server without implementing an entire project plan? We'd like to use Project
server for task management, along with using it as intended for larger
project management functionality. We'd prefer not to have to purchase a
separate task-management package, if we can keep all management functionality
together in one application.

Brian --

Project Server 2002 and 2003 offer To-Do Lists which will provide the
functionality you seek. Each To-Do list item appears on the PWA timesheet
of the person assigned to do the task. Hope this helps.
