I'm trying to setup a Project Management task of xxhours, and want it to
start when the project starts, end when the project ends. Is there a way to
do that?

Deb,
There are various ways to do it. One is to simply create a fixed
duration task (non-effort driven) that spans the entire project length
and then assign management with however many hours you want. Another
method is to create a hammock task. A hammock task will automatically
adjust to span the full project. For information on how to set up a
