This question has been answered multiple times in the past. The short of
it is as follows:

Summary Line percent complete = (sum of subtask Actual Durations) / (sum
of subtask Durations) x 100%.

Note that subtasks are actual performance tasks. Using duration values
of other Summary lines does not work in the equation.
