I have a one day task that starts at 8:00 am and ends at 5:00 pm, yet the
number in the duration column field shows as .86. When I change the duration
column field to 1 day, it makes the end time 9:09 am the next day. If I try
to load 8 hours for a resource in this task (the task is a fixed work type
task), it says that the resource is over allocated. Can you tell me what
might be causing this?

Hello UK,

It sounds as though there is a mismatch between your project calendar
and the definition of the number of hours per day.

Please see FAQ 5 "Default Working Hours" at
http://project.mvps.org/faqs.htm

I hope this helps. Let us know how you get along.
