What do you mean by "slipstreaming a service pack?" Are you wanting to push
an update out to a network?

No what I want to do is take the original FP2003 or Project2003 files
download the administrative updates (SP2) and then combine the files into one
installation point or administrative install point. These files then can be
installed. Once installed the version would be FP2003 with SP2.

I know how to do it and successfully did it with Project 2003 English. The
problem is when I do it on the French version it fails at point 2.

This is the procedure that I am using

I am trying to slipstream SP2 into my MS PROJECT files. I have had success
doing it in english but I am having troubles when it comes to the french
version.

I have downloaded the newest MSProject via the "MS Select download site". I
then follow the exact same procedure that I did in english but in french.

It does not matter if I do the procedure on a french OS or English OS. I get
the same error.

The version of the MSIEXEC.exe is 3.1

The error is:

The upgrade patch cannot be installed by the Windows Installer service
because the program to be upgraded may be missing, or the upgrade patch may
update a different version of the program. Verify that the program to be
upgraded exists on your computer and that you have the correct upgrade patch.

The procedure that I use is:

1) D:\TempSP2\Project2003MuiSP2-KB887620-FullFile-FRA.exe /Q /C
/T:D:\Office2003SP2

2) msiexec /p d:\Office2003SP2\PROJECTMUISP2-FRA.msp /a
d:\MSOffice2003\PRJPROE.msi SHORTFILENAMES=TRUE /qb

3) msiexec /p D:\Office2003SP2\Owc11sp2ff.msp /a D:\MSOffice2003\OWC11.MSI
SHORTFILENAMES=TRUE /qb

I am getting stuck at step 2.
