Is there a way to have an Outlook e-mail (reminder) automatically sent from a
Task in MS Project 2002 (or 2003)? For example when a task or milestone is
late send a notice to the task resource. Or have e-mail triggers at various
locations in a task 25%, 50%, 70% or end?

Certainly - using vba code to access an MS-Outlook object.
You will have to engage a developer
