The "Baseline Work" summary level field does not increment
when a new task is added and the task work baselined. It
appears the summary level "Baseline Work" only updates if
you re-baseline the summary task, which is not acceptable
since this resets the summary baseline start, finish, etc.

Is there a way to change the way the summary level rolls
up the baseline work field (i.e. sums the task baseline
work)?

This is the way it is designed to work. Adding a task should either be a
variance (in which case you want to keep the original baseline) or should be
a cause for a new baseline.

Since Project now gives you more than one true baseline (not the interim
baseline) you can do both.

There is no way to change this behavior.
