Is there any way to use external dependencies without having Project Server
installed?

Of course. There are several ways to set up linkages between separate
Project files. One method is to first create a master file
(Insert/Projects) so each of the separate projects is easily viewable in
one file and then drag-and-drop links between desired tasks. For more
information on external links look in Project's help file under, "create
a dependency between tasks in different projects".
