We have only recently started using Project Server 2003 and have been asked a
question by one of our managers. The manager wants to know if it is possible
to manage time allocations for resources for other business units. For
example: Manager 1 wants to be able to only allow his resource to be limited
to 20% availability if Manager 2 wants to allocate that resource to a
project. Thereby allowing manager 1 to be able to use the bulk of his
resource's time. Is this possible and if so, how can it be done?

Anthony,
Although one of the experts on Project Server may answer your question
here, you might have better luck by posting to the server newsgroup.
