Changing resource percentage

MS Project Professional 2003

I have a master list that I use as a resource pool that sub projects linked
to, to utilize the resources. My problem is that when one of my Project
Managers changes the duration of a resource the percentage of units gets
skewed. How do I avoid this from happening. Is there a option that is on
that should be off or what exactly?
