Hi Kirch,
Microsoft Office Project Professional or Microsoft Office Project
Standard can both be used to create project files (and resources)
without using Project Server. If you downloaded a trial version you
most likely downloaded either Professional or Standard, not Project
server.
See the first and last URLs I listed below. Both should help you work
with Project (not Project Server) in setting up a project file with
resources and assign those resources to tasks.
