Why can't I open a Powerpoint Presentation when I can see a Preview? Are
there any file open blocks that I can unset?

Is the file extension .pps? Either you can ask for actual ppt file or convert
pps to ppt file( works only ppt version below 2007)

The file may be corrupt - but still be able to show you the 'preview' image.

The plot thickens -

I can open PP 97 files from the Viewer Application but if i attempt tp open
a PPT file by double-click I get a message that the file has been blocked by
my registry policy settings. So how do I change those settings?

Have a look here:

"You are attempting to open a file type that is blocked by your registry policy
setting" (or "attempting to save a file")
