I created a new master template (PP 2007) and applied it to a presentation.

The white fill on objects in the presentation is now black. Where is the
default fill specified in a master template?

You need to change the color scheme, it sounds like. That's on the Design
tab, the Colors button. Choose Create a new color scheme at the bottom, and
that will allow you to use the existing one to create a new one. (You can't
really edit the existing one unless you actually created it in the first
place.)
