But does it work? I installed the hotfix, but am still having the same
problem. Is there a step that I'm missing?

I also can't get this "hotfix" to work (kb954895). I've
uninstalled/reinstalled the hotfix a few times. Display still "zooms to
center" of selected object.
Anyone get the hotfix to work? If so, what's the trick?

It may not work on all systems. I guess that's why it's a hotfix and isn't
in a service pack. I hope it will be included in the next service pack;
until then, I guess we just have to suffer.
