When users use the web interface to upload documents,
after they click the "upload document" link SOME users
then have an "upload multiple files..." option below the
area for the name of the document - but some users don't
even see this option (even for their own My Site).
What causes this to be available for some users, but not
for others?

Office 2003 needs to be installed on the client for the option.

I don't think that is correct. I have the multiple upload option and I
don't have Office 2003 installed on the client. I do, however, have the
latest version of Internet Explorer installed.

I don't know what exactly causes the link to show up, but I do know that
without any of the Office 2003 products on the client the control for
uploading multiple files will not be installed and upload multiple files
will not work.
