I need to keep a track abt the changes that are taking place on my portal
every content from its sites to library content who made what changes at what
instance in a report form is there any built in AUdit and trail feature in
SPS 2003 or any support in its Object model and Backend components

Not out of the box although you can use IIS logging to get quite a bit of
data back. If you want a 3rd party tool look here for one example.
