The help says I need to have a file in the forms folder of a library to use
it as a template. When I try to move my desired file into the forms folder I
am told I can't put anything in or delete anything from the forms folder.

What gives? How do I get my file into there to use as a template?

If I am understanding your question correctly, you have a doc that you would
like to use as a template for a form or doc library? If this is the case,
when you select your library, select "modify settings and columns." In the
"General Settings" section, select "Edit Template." If your doc library is
set have MS Word as the default doc type, Word will open and you can copy and
paste what you would like to have as your template. If you have a form
library that has an InfoPath form as the default doc, Infopath will open, and
you can build your form according to your desired template. This will allow
users to access your template when selecting the "Fill out this Form" button
in a form library or when selecting the "New Document" button in a document
library.

Hope this is helpful ...

I'll give that a go. It doesn't quite sound like the
instructions in the Help, but that's probably a plus. :-)

Thanks,
Jorah

When I get to General Settings there isn't an option
to "edit template". There is an option to put in the url
of the document I want to use as a template. When I point
to the desired doc, it tells me it has to be in the forms
folder. However, it also won't let me put that doc in the
forms folder of this document library.

What am I missing?
